Yakov Georgievich graduated from the Voronezh gymnasium. He studied for two years abroad. Then in 1879, he graduated from the Alexander Technical School. He continued his education abroad.
In 1871 began serving as a register in the Korotoyak district police department. Later on, in 1873 Yakov Georgievich was promoted to college register. Then, in 1886, he was elected as a Zemstvo vowel in Korotoyak district.
In 1893, Yakov Georgievich was appointed to temporarily serve as editor of the newspaper Ekaterinoslav Provincial Gazette. Already in 1899, he was appointed to be a censor of the newspapers Pridneprovsky Krai, Dnieper Molva, and Yekaterinoslavski Listok. At the same time, as secretary of the provincial statistical committee, he was editing and publishing 3 releases of the commemorative book, and the address-calendar of the Ekaterinoslav Province.
Yakov Georgievich worked as a journalist in the newspapers: Nedelya, Russkiye Vedomosti, Golos, and the magazines Severny Vestnik and Russkoye Bogatstvo. In 1907 he was elected to the third State Duma. In 1912-1915 Yakov Georgievich was a Poltava vice-governor. Also was the governor of the Volyn province, and in October 1915 he was transferred to the post of governor of the Yenisei province.
Gololobov’s speech in the Duma on February 18, 1909 (contrary to the opinion of the faction) against the request for the persecution of trade unions, got recognition, after what he left “the Union of 17 October”, and created a "group of right-wing Octobrists”.
