Background
Nobutsuna Matsudaira was born on the 19th of December, 1956 in Japan. He was the eldest son of Okochi Hisatsuna. He was adopted by his uncle Matsudaira Masatsuna. His childhood name was Kamcchiyo, which was later changed to Chbshiro.

In 1604, Nobutsuna Matsudaira entered the service of Shogun Iemitsu Tokugawa at an early age and was made Castellan of Oshi Castle, Saitama Prefecture with the title of Izu-no-Kami. He came to play an important role in government affairs. Later Nobutsuna, together with Toshikatsu Doi, Tadakatsu Sakai, Tadaaki Abe, and Masaraori Hotta, was placed in charge of receiving appeals from lords, for which they had to tour the country in turns, before turning them into the Shogunate for action.
In 1633, Matsudaira became an assistant councilor of state and in 1635 he was advanced to roju, or councilor of state. He was made daimyo of the fief of Kawagoe in Musashi with an annual stipend of 75,000 koku of rice. His court title was Izu no Kami, which was the origin of his nickname, Izu the Wise (知恵伊豆 Chie Izu).
In recognition of his service in controlling the Shimabara Rebellion from 1637 to 1638, he was appointed Lord of Kawagoe in 1639. When young Ietsuna succeeded his father to the Shogunate, Nobutsuna and other ministers helped the young Shogun to govern and to nip the intrigue of Shosetsu Yui and Chuya Marubashi. It was mainly due to his counsel and guidance that the Shogun survived the turbulent period.
