Nobuyuki Nomura served as engineer of Tokyo Eirinkyoku (Tokyo Regional Forestry Office) and Sanrinkyoku (Forestry Bureau) of Agriculture & Forestry Ministry.
Also he was appointed chief of Planning Section of Management Bureau of Department of Tokyo Regional Forestry Bureau in 1943 and thereafter served as engineer or chief of various sections of Tokyo Regional Forestry Office and Forestry Bureau ultimately becoming director of Nagoya Regional Forestry Office and director of Akita Regional Forestry Bureau of Rinya-cho (Forestry Agency) in 1951.
