In 1911 he graduated from Agriculture Department of Tokyo University.
In 1917 he became assistant professor at his alma mater. In 1918 he toured U.S.A. inspecting silk industry. In 1920 he studied in Europe and America.
In 1921 he attended International Labor Conference in Switzerland as representative of Japanese labor. He was promoted to professor in 1923.
He served as emeritus professor of Peking Dai-Nogakuin (Peking University of Agriculture), economic adviser of Nanking Government and member of various government committees. He retired from Tokyo University becoming its emeritus professor in 1951.
He attended the 2nd, 5th and 6th Pacific Conferences. He held additional posts of professor of Gakushuin University (Peers' University), counselor of Latin America Association and Jinko Mondai Kenkyukai (Population Problem Research Society) and official of several agricultural organizations.
He wrote a book called "Nosei-ron" (On Agricultural Administration).
