Gale, Noel was born on September 26, 1862 in Unionville, Ohio, United States. Son of Edmund and Ruby Clara (Cowles) Gale.

Student Western Reserve College, 1878-1879. Studied law Faribault, Minn.

Admitted to bar, 1884, and practiced at Faribault, 1884-1888, St. Paul and New York, from 1888. Was member of law firm of Strong and Cadwalader.
