Norisato Matsudaira was born on January 31, 1686 in Japan. He was the son of Noriharu, Castellan of Karatsu Castle in Saga Prefecture.

Norisato Matsudaira was born on January 31, 1686 in Japan. He was the son of Noriharu, Castellan of Karatsu Castle in Saga Prefecture.
Succeeded to his father's fief of 60,000 koku in 1690 and then in turn moved to Toba (Mie Prefecture) and later to Kameyama (Mie Prefecture). In 1722 he was appointed Castellan of Osaka Castle and the following year became minister to the Shogunate and was transferred to Sakura (Chiba Prefecture).
He rendered distinguished services during the great famine that struck the western districts in 1732. When Ieshige Tokugawa succeeded to the Shogunate he was placed under house arrest on the alleged charge of being selfish and arbitrary.
