Norman Clarke received a Bachelor of Arts degree in journalism and history from Indiana University in 1950. Between 1950 and 1955 he got a Master of Arts and a Master of Legal Studies at the University of Minnesota. In 1962 Norman completed his doctoral studies at the University of Michigan.
Norman Clarke began his career as head librarian at Jamestown College in 1956. He worked there for six years. In 1963 Norman was appointed as an assistant professor of library science at the University of Kentucky. Two years later he began to serve as a professor of library science at Indiana State University. From 1971 to 1973 Clarke worked as a professor of library science at Kansas State Teachers College and from 1974 to 1996 as a professor and business librarian at St. Cloud State University.
