Jones was born on April 27, 1951 in Twin Falls, Idaho, United States; the son of Leslie Raymond Jones and Charlotte Jones.
Jones received a Doctor of Philosophy degree from Cambridge University in 1978.
Jones began his career as an assistant professor at Utah State University in 1978. Three years later he took a position of an associate professor at the same university. Since 1987 Norman has been a professor of history and since 1994, a head of the department of history at Utah State University.
Also he served as an associate director of Liberal Arts and Sciences Program at Utah State University from 1987 to 2001. Since 2002 Jones has been a director of Religious Studies at that university.
Jones is a member of American Association of Higher Education, Association of American College and University, Renaissance Society of America, Sixteenth Century Studies Conference, Selden Society, North America Conference on British Studies, American Academy of Religion and Phi Alpha Theta.
On June 4, 1946 Norman Jones married Lynn Langer Meeks.
