Ochi Fukuchi was born in 1841.
In his youth, he studied Dutch. In 1860, he went abroad to Europe accompanying Takeuchi, Lord of Shimotsuke (Tochigi Prefecture) and Matsudaira, Lord of Iwami (Shimane Prefecture).
Early in the Meiji Era, he travelled in the United States and acted as Ruide to Tomomi Iwakura and his party. He turned to literature after he failed to realize his political plans.
1904 he was a member of the House of Representatives.
