Trained by a Dutch physician in Nagasaki, he was appointed a teacher at the Shogunate school of Western medicine. He went to Holland to study (1866). Upon returning to Japan (1868), he served in the Imperial Army.
In the civil war of Seinan-no-Eki (1877), he directed field hospitals set up in Kurume and Nagasaki where the wounded of both the Imperial and rebel forces were treated. Was promoted to director of the Army Medical School and concurrently Chief Surgeon of the Imperial Guard. As a remedy for beriberi, he prescribed mixing of barley in the traditional rice diet with good results. After retiring from the army, he opened Ogata Hospital in Osaka.
