After graduating from Tohoku University (1922) entered the Scientific Research Institute, of which he later was elected member (1931).
Ogata Terutaro studied organic chemistry in Germany for two years and upon his return was conferred a doctorate, Doctor of Science, and was awarded an Academy prize for his research in the composition of sensitive pigments (1941). His research later proved useful in treatment of leprosy and also for providing nutrition to plants. He is the author of "Sensitive Pigments."
