Okikaze no Fujiwara was born in 900.
He was one of the 36 Saints of Waka Poetry (Kasen) who lived about the time of the reign of Emperor Daigo. He was governor of Shimo-osa (Chiba Prefecture). His poems are of a delicate and elaborate style.
