Yukihira Arihara was born in 818. Second son of Prince Abo, eldest brother of Narihira. In 824, he was granted the family name of Arihara.

While he was Vice-Commander of the Imperial Forces at Dazaifu (Kyushu), he recommanded to the Court a plan to make people of Iki Island raise rice on the island so that the island would not have to import rice from Kyushu. The plan was adopted by the Court. One of his odes is included in the One Hundred Poems By One Hundred Poets.The Noh Play, Matsukaze, contains his poem. Yukihira became almost a legendary figure in the Noh and Kabuki drama and classic Japanese music.
