1962-69 - Moscow Secondary Art School (Now it is the Moscow Academic Art Lyceum of the Russian Academy of Arts).
1969-75 - Moscow State Academic Art Institute named after V.I. Surikov. The workshop of Professor D. K. Mochalsky.
Since 1972 O. Bulgakova has started to participate in exhibitions. In 1976 she was admitted to the Moscow organization of the Union of Artists of the USSR. Since 1993 it is the Moscow Union of Artists.
