City Manager, Louisiana Grande, Oregon, 1922, Astoria, Oregon, 1923-1927. City Manager, Dubuque, Iowa, since 1928. (Business. dist. of Astoria burned down 40 acres, 1922.
Rebuilt section into a modern business dist., much of area was below high water. Bulk heads were built along water front, sand dredged in from Columbia River, concrete retaining walls on both dist. tunnels for public utilities, concrete pavements, and brick and concrete bldgs.). Appointed by Governor. of Ore.
