Oskar was born on December 17, 1898, in Rauenberg, Baden, Germany.
During the First World War he served as a volunteer with the naval aviators. He studied electrical engineering and worked from 1936 until 1945 in the Air Force engineering corps, lastly in the rank of Flieger-Oberstabsingenieur. In the air sport he was already active in various associations in 1920 and focused primarily on the technical aspects of aviation.
However, his real work did not begin until after the end of World War II, when he devoted himself to rebuilding civil aviation in Germany. He first became a technical advisor to the Baden-Württemberg Air Sports Association (BWLV), then chairman of the technical committee of the German Aviation Club (DAeC). He was responsible for the technical management and the training of technical staff in General Aviation. At the same time he wrote for the aviation magazines "Der Adler" and "Deutscher Aerokurier", and published artcles in aviation books. For many years (1958 – 1965) he was also editor of „Der Adler”.
Until his retirement, he was in charge of the civil aircraft testing facility in Baden Württemberg, where he introduced major innovations for the technical testing of civil aircraft in Germany. Consequently, he was honored for his services with the Officer's Cross of the Order of Merit of the Federal Republic of Germany in 1964. He has received many awards, badges and medals for his services. He became an honorary member of the aviation clubs he worked for.
He married Anita Fründt (1905-2001) in Berlin in 1932. They were happily married and celebrated their Diamond Wedding Anniversary in 1992 in Herrenberg. He had two sons Peter Oskar and Hanns-Joachim.
