He served successively as professor of Law Department of Hosei University, private secretary to Prime Minister, chief secretary of the cabinet and member of House of Peers and thereafter became Minister of Education (1945). After resigning he began practice of law.
He was a member of Dai-ni (Second) Tokyo Lawyers' Association.
