McIlhiney was born on October 9, 1870 in Jersey City, New Jersey, United States; the son of James and Martha (Cairns) McIlhiney.
McIlhiney received a Bachelor of Philosophy degree in 1892 and a Master of Arts in 1893 from Columbia University. Also he earned his Doctor of Philosophy degree from the same university in 1894.
McIlhiney began his career as an assistant in assaying at Columbia University in 1893. A year later he became an assistant in metallurgy at the same university. Then in 1898 Parker was appointed an honorary assistant at Columbia University and held it for two years. He served at laboratories at that university from 1900 to 1910.
McIlhiney worked at a private laboratory between 1910-1923. Also for twenty-five years he had been connected with Louis C. Tiffany studios in artistic glass, jewelry and enamels.
On November 5, 1895 Parker McIlhiney married Clarissa Ann Walker. They had a son.
