Cadigan attended the University of Massachusetts Amherst from 1970 to 1973 and graduated from the University of Kansas, where she studied science fiction and science fiction writing under author and editor Professor James Gunn, in 1975.
Cadigan started her career joining the convention committee for MidAmeriCon, the 34th World Science Fiction Convention being held in Kansas City, Missouri, over the 1976 Labor Day weekend; she served on the committee as the convention's guest liaison to writer guest of honour Robert A. Heinlein, while also working for fantasy writer Tom Reamy at his Nickelodeon Graphics typesetting and graphic design firm from 1976 to 1977. Following Reamy's death in 1977, Cadigan went to work first as a sales clerk at Halls Department Store and then as a writer for Kansas City's Hallmark Cards. In the late 1970s and early 1980s, she also edited the small press fantasy and science fiction magazines Chacal and later Shayol with her second husband.
Cadigan became a full-time writer in 1987. She emigrated to London in the United Kingdom with her son Rob Fenner in 1996, and since then, works and lives there.

During her lifetime, Cadigan was married three times. She met her first husband Rufus Cadigan while in college; they divorced shortly after she graduated from the University of Kansas in 1975. She then married Arnold Mason Fenner on October 1, 1978, and although the couple had a child, Robert Michael, they soon got divorced. After emigrating to England, Cadigan married for the third time. Her current husband's name is Christopher Fowler. The family now resides in London, the United Kingdom.
