Berger completed an MFA from the Visual Studies Workshop in Rochester, where he was taught by Nathan Lyons and Syl Labrot. He received a BA from University of California at Los Angeles in 1970. He attended the Art Center College of Design in Pasadena, California, from 1967 to 1969
The artist has been an assistant professor of art at the University of Washington in Seattle since 1978. He taught previously at the University of Illinois in Champaign (1974-78) and at the University of Northern Iowa in Cedar Falls (1973-74).
He was awarded an NEA Photographer's Fellowship in 1979, materials grants from the University of Illinois Research Board in 1975 and 1977 and a Young Photographer's Award at the sixth International Meeting of Photography in Arles, France.
He has been a member of the SPE since 1974 and was recently elected to their board of directors.
