In three years he became a student of the University of California in Los Angeles, California, United States. He became a Master of Fine Arts. He studied with Robert Heinecken, Judith Golden, James Antonie, and Allen Dutton.
Knotter was a co-founded The Dumb Ox magazine with Theron Kelley in 1976. A performance artist, Knotter performed "This Is Living" in 1978 at UCLA and "The Perfumist" in 1976 at Arizona State University.
From 1978 to 1979 Knotter was the curator and director of the G.O. Gallery in Los Angeles. In 1979 he became a set decorator for NBC and CBS. This year Paul Steven taught photography for UCLA's Extension program and at the Female School at UCLA.
Paul was concerned with "the adaptation of photography to sculptural applications" and "the objectification of objects through a contextual reorganization in photography." He produced large-format Cibachrome prints.
