Paula Detmer Riggs was born on January 9, 1944, in Hamilton, Ohio, United States. She is a daughter of Paul Vermoyne Detmer and Nell Jeanease (Bohlander) Detmer.
Riggs graduated from the Miami University with Bachelor of Science degree in 1965.
Riggs's career as a romance novelist began in the late 1980s with the publication of such titles as Beautiful Dreamer, Suspicious Minds and Fantasy Man. She taught writing at the San Diego State University, the Long Beach State University and the Irvine State University. Riggs has written for Silhouette Desire and Silhouette Intimate Moments.
Riggs has earned kudos for tackling difficult themes in the plots of her romance novels. One example is the subject of date rape, addressed in Her Secret, His Child.
Riggs has also displayed a knack for implanting her innocuous, down-to-earth characters in potentially dangerous criminal situations. Mommy by Surprise tells the story of a divorced couple, Prudy and Case, who rekindle a romance thought long dead and then find themselves in just such a suspenseful predicament.
Riggs is also author of novellas, including “Myth and Magic: Helen of Troy, New York,” which appeared in the 1996 publication Love Goddesses. The premise of Love Goddesses was that all of the novella heroines shared names with the famed beauties of history or mythology. Riggs’s Helen, like her namesake, the Greek mythological character Helen of Troy, is kidnapped on her wedding day. A Library Journal reviewer appreciated Riggs’s contribution, and hailed Love Goddesses as “one of the more enjoyable anthologies of the Valentine’s Day season.”
Riggs is a recipient of several honors from Romantic Times magazine, including best “intimate moments” author, in 1989 and 1990, Best Innovative Series Award in 1990, and Career Achievement Award in the category of romantic suspense, in 1991-1992. In 1994, Riggs was nominated to Romance Readers Anonymous Award in the category of Best Series/Category Author.
Riggs is a member of the Romance Writers of America, the Novelists Incorporated, the Altrusa International and the Douglas County Historical Society.
Paula married Charles Arthur Riggs on February 21, 1965. The marriage produced two children - Matthew and Alexander.
