Pavel graduated from secondary school in 1947. Then he attended Charles University and graduated from it in 1952 with a degree in theater and aesthetics.
Pavel devoted a lot of time to journalism. From 1941 to 1956 he worked as a journalist. In 1949-50 he was cultural attache at the Embassy of the Czechoslovak Socialist Republic in Moscow. In 1956, he was briefly employed by Czechoslovak Television as a reporter and commentator. From 1963 to 1966, he was the dramaturge at Vinohrady Theatre. In 1979, he was stripped of his Czech citizenship and returned to the Czech Republic only in 1989. Kohout began his career as a poet since 1945. He was an adherent of communst ideas. This is noticable in his early work work
He became one of the most prominent figures in the Prague Spring. He was one of the initiators of the Charter-77. The following year, he was expelled from the Communist Party and his works were subjected to strict censorship. Because he and other dissident theater workers had been banned from working in the official theater, he formed an acting company called "Living-Room Theater".

He was a member of the Communist Party of Czechoslovakia, a Prague Spring exponent and dissident in the 1970s until he was expelled to Austria. He was a founding member of the Charter 77 movement.
He was married three times. Pavel has a dayghter.
