Pavel Flegontovich studied at Kazan University at the Faculty of Physics and Mathematics (1915-1917). He graduated from the Institute of Red Professors.
In 1924-1928, Pavel Flegontovich was a researcher at the Lenin Institute, an employee of the newspaper "Pravda", an editor of the journal "Revolution and Science", a member of the presidium of the Russian Association of the Research Institute of Social Sciences, a senior official of the Central Committee of the All-Union Communist Party (Bolsheviks).
Since 1928, Pavel Flegontovich was a deputy head of the department of culture of the regional committee of the All-Union Communist Party (Bolsheviks) of the Central Black Earth Region. In 1929-1931, he was the rector (director) of Voronezh State University. In 1932-1933, the director of the Voronezh Agricultural Institute, professor of the Institute of National Economic Accounting, a member of the presidium of the regional plan of the Central Black Earth Region. In 1933 he was unreasonably repressed, until 1936 he was imprisoned in the Suzdal concentration camp, then in exile in the Sverdlovsk region; arrested again, shot.
