He graduated from Nikolayev Engineering School (now Military Engineering-Technical University).
In 1831 he started to do military service. Since 1838 Vinkler joined the corps of engineers. Since 1839 he was a teacher at the Pavlovsky Officers' Training Corps, military history observer in 1855 and class supervisor at the Page Corps in 1856.
Vinkler was a director of the Mikhailovsky Voronezh Cadet Corps from 1865 to 1870.
Since 1870 he was in the Corps of Engineers, member of the Conference (Academic Council) of Nikolayev Engineering Academy in 1871.
