Joined the Bolshevik Party, 1928. In 1928-1929, on underground communist work in his native Estonia. Moved to the USSR, 1929-1940.
After the annexation of Estonia, 2nd secretary of the Central Committee of the Estonian Communist Party, 1940. Directed the communist underground movement in Estonia, from 1942. First Secretary of the Central Committee of the Estonian Communist Party, 1944-1950.
Responsible for the reStalinization of Estonia, including the deportation of many Estonians to Siberia. Worked at the Economics Institute of the Soviet Academy of Sciences, 1951.
