Lecturer in history and ancient languages at Petersburg University and the Bestuzhev Courses, 1911-1914. Professor at Perm’ University, 1916. Took part in the Brest-Litovsk peace talks as an expert from the Ukrainian Rada.
From Brest, went to Berlin and later became the first Lithuanian Prime Minister and Minister of Foreign Affairs. Lecturer at the Higher Education Courses in Kaunas (Lithuania), 1920. Professor of History at the new Lithuanian University, 1922.
Again Prime Minister and Minister of Foreign Affairs of Lithuania, 1926-1929. In 1934, after an attempted coup, sentenced to 8 years in prison, amnestied, 1938. After the Soviet occupation of Lithuania, arrested by the NKVD.
