Educational public schools. Received honorary degrees from University of Denver and Notre Dame U. Admitted to bar, 1894.
Appointed public guardian and administrator, Denver, 1899, under Colorado Juvenile Court law of 1899. Appointed judge Juvenile Court of Denver, 1900, elected, 1901, and served until July 1, 1927. Promoter of juvenile court system and originator of some of its features, and has international reputation as authority upon juvenile delinquency.

Puts boys on their honor (boys sentenced to Industrial School, at Golden, Colorado, go unattended, and only 5 out of several hundred have betrayed their trust). Succeeded in having the first contributory delinquency law against adults passed by Colorado Legislature, holding negligent parents, employers, et cetera, accountable.
Candidate for government of Colorado, 1906. Member Progressive National Committee, 1912.
Lecturer on children's problems.
Moved to California, admitted to bar, 1928. Elected judge Superior Court, November 1934, by largest vote ever given in similar election in California, re-elected August 1940. Author: Problems of the Children.
