Served as captain in company raised by his brother, Thomas Jefferson Morgan, in Texan War of Independence, 1836. Admitted to Ohio bar, 1843, became prosecuting attorney Knox County. Served as colonel 2d Ohio Volunteers in Mexican War, 1846.
Commissioned colonel 15th United States Infantry, 1847, brevetted brigadier general, 1848.
United States minister to Lisbon, Portugal, 1858-1861. Commissioned brigadier general United States Army, 1861, commanded 7th division Army of Ohio under General Don Carlos Buell, 1861-1863.
Commanded battalion under General William Tecumseh Sherman at Vicksburg (Mississippi), resigned because he did not agree with Sherman’s policy of using Negro troops, 1863. Delegate from Ohio to National Democratic Convention, 1864, defended General George B. McClellan against charges of defeatism.
Member United States House of Representatives (Democrat) from Ohio, 40th, 41st-42d congresses, 1867-June 3, 1868, 1869-1873, opposed harsh measures favored by radical Republicans.
