Samuel Rogers Smith was born on a farm in Hummelstown, Pennsylvania near Hershey, Pennsylvania on September 16, 1853 to Michael and Mary Anna Shoop Smith.

Went to Russia, 1854, with father, who was a mechanic engineer in employ of Winans Brothers, Baltimore contractors, who built Nicolai R. R., bet. Saint St. Petersburg and Moscow in reign of Nicholas I. Returned to the United States, 1863.
Educational public schools, Paterson, New Jersey (U.S.), and learned trade as practical mechanic engineer in locomotive shops in Paterson.
He began teaching school in 1869, served as superintendent of schools in Waterford Township in 1875 and also served as principal of the school at Waterford, Michigan. Aaron Perry. Smith was prosecuting attorney of Oakland County from 1880 to 1884. He served in the Michigan Senate, 1885–1887, representing the 15th District.
He was elected as a Republican from Michigan"s 6th congressional district to the 56th United States Congress and to the eight succeeding Congresses, serving from March 4, 1897 to March 3, 1915.
During his tenure, Smith was chairman, Committee on the District of Columbia in the 60th and 61st Congresses). He did not stand for reelection to the 54th Congress, but moved to Detroit in 1913 and continued the practice of law.
He died in Detroit and was buried in Oakwood Cemetery in Adrian, Michigan.
