Born near Halethorpe in Baltimore County, Maryland, Benson attended preparatory schools and Lehigh University of Bethlehem, Pennsylvania in 1890. He graduated from the law department of University of Baltimore in 1893, and was admitted to the bar the same year.
Practiced at Baltimore, since 1893. Member Benson, Rowe & Cullen. Member Maryland. House of Delegates, 1904-1910, inclusive, and 1918.

Member Maryland. Senate, 1912-1914. Elected to 65th Congress, November 1918, to fill unexpired term of Joshua Frederick C. Talbot, deceased, and at same time elected to 66th Congress (1919-1921), 2d Maryland.
District Introduced first state roads law in the United States, in legislature Maryland, 1910. Chairman of Commission which inquired into value of the holdings of State Maryland in Washington branch of B &O. Railroad, resulting in sale of the State's stock of $2,500,000.
Benson served as a member of the Maryland House of Delegates from 1904 to 1910 and again in 1918, serving as Speaker of the House in 1906. He also served as a member of the Maryland State Senate from 1912 to 1914.
