The following Essay is based on an article prepared for the Newport A dvertiser, of whose columns the author of these sheets has, during the last six years, occasionally availed himself, for the examination of subjects of general interest. The original publication appeared, on the 16th of June, when it was supposed that we were on the eve of a protracted discussion with England, in reference to the visitation and search of our vessels, in time of peace. That matter, so far as regards the United States, is now understood to have been definitively settled by the acceptance, on the part of Great Britain, of the exposition of international law presented by the American Secretary of State, which, it was admitted, accorded with the judicial decisions of Lord Stowell, and with the parliamentary declarations of the Duke of Wellington. These views have since also received the sanction of the learned Ex-C hancellor, Lord Lyndhurst. (Typographical errors above are due to OCR software and don't occur in the book.) The notification of that blockade was of similar purport with the President's proclamation; that is to say, the British orders, which were communicated to and published by the United States, were to not consider bloekades as existing, unless in respect to particular ports that may be actually invested; and then not to capture vessels bound to these ports, unless they shall have been previously warned not 10 enter there. " The words of the order, the Chief-Justice says, are not satisfied by any previous notice, which the vessel may have obtained, otherwise than by her being warned ofl'. This is a technical term which is well understood. It is not satisfied by notice received in any other manner. The effect of this order is, that a vessel cannot be placed in the situation of one having notice of the blockade until she is warned off. It gives her a right to inquire of the blockading squadron, if she shall not previously receive this warning from one capable of giving it, and consequently dispenses with her making that inquiry elsewhere. Lawrence, William Beach was born on October 23, 1800 in New York City. Son of Isaac and Cornelia (Beach) Lawrence.
Graduate Columbia, 1818. Studied Litchfield (Connecticut) Law School, 1821-1823. 1st recipient Doctor of Civil Law (honorary), University State New New York
Honorary Doctor of Laws, Brown U.
Three years later he was appointed Secretary of Legation for Great Britain, and was made chargé d"affaires the year after. When he returned to the United States in 1829 he practiced law with Hamilton Fish, and worked on the executive committee to promote the building of the Erie Railroad. In 1850 Lawrence moved to Rhode Island and was elected as lieutenant-governor of that state the next year.
He then became acting governor in 1852, and served in Rhode Island"s constitutional convention as well.
After his time in politics, he wrote essays and books about international law, and he argued a case before the United States Supreme Court in 1873. He became vice-president of the New York Historical Society in 1836.
He died in New York City.
