Graduated from State Normal School, Castine, Maine, 1877, Coburn Classical Institute (then Waterville Classical Institute), 1878. Bachelor of Arts, Colby College, 1882, Doctor of Laws, 1910. Admitted to bar, 1884, to Supreme Court of the United States, 1909.
A Republican, Philbrook was represented Waterville in the Maine House of Representatives from 1897–1899 and the Mayor of Waterville from 1899–1900. He was the Maine Attorney General from 1909-1910 under Governor Bert M. Fernald and Maine Supreme Court Justice from April 1913 to November 1928. Philbrook was born in 1857 in Sedgwick, Maine in Hancock County.
He was the son of Luther Groves Philbrook and Angelia (Coffin) Philbrook.
He died in 1933.
