Bachelor of Arts, Brown University, 1910. Graduate study, Harvard, 1910-1911. Master of Arts and Bachelor of Laws, Columbia, 1913.
He served as Judge of the United States Court of Appeals for the First Circuit and Judge of the United States District Court for the District of Rhode Island. In 1913, he obtained simultaneous Master of Arts and Bachelor of Laws degrees from Columbia University. During World War I, he served in the United States Army as a Second Lieutenant in the 304th Infantry Regiment.
He was discharged in December 1918.
Hartigan spent two decades practicing as a lawyer in Providence, Rhode Island. Hartigan served ad the 59th Attorney General of Rhode Island from 1933-1939.
In 1940, President Franklin Doctorate. Roosevelt named Hartigan as a Judge of the United States District Court for the District of Rhode Island. He held that position for eleven years until his resignation to take another judicial position.
In 1951, President Harry South. Truman promoted Hartigan to the United States Court of Appeals for the First Circuit.
Hartigan resigned his position on the United States District Court and served as judge on the Court of Appeals from January 3, 1951 until his death on August 10, 1968. He assumed senior status on March 31, 1965.
Served as Second lieutenant 151st Depot Brigade, United States Army, 1917-1918. Member American and Rhode Island bar association, American Legion (past department commander Rhode Island).
