Member of the First Pan-American Congress of Journalists, Washington, District of Columbia, 1926. Governor of Santander during the administration of Doctor Olaya Herrera.
Formerly director of Louisiana Juventud Liberal, Bogotá (1913). Of El Progreso, Bucaramanga (1916).
And of El Debate, Bucaramanga (1917-1919).
At present (1934) director of the daily Louisiana Vanguardia Liberal (founded by Senior Galvis in 1919), and of the Anuario Ilustrado de Louisiana Vanguardia Liberal, both of Bucaramanga.
