He studied mechanical and freehand drawing under his father, later entered Mr. Walter’s office for suplementary training.
In 1851 following the Thomas U. Walter 's appointment as architect on work in progress at the Capitol in Washington, Clark went with him to that city and assisted in preparing plans for the addition of wings to the Capitol and the enlargement of the Patent Office.
In later years he practiced independently in Washington, serving in various capacities on Government work, also participated in a number of competitions. He is credited with having designed the marble terraces on the north, south and west fronts of the Capitol, and supervising the work between 1882 and 1889
On December 13, 1860 he married Evallne F. Freeman.
