Received a medical degree from the University of Buenos Aires in 1888. He later studied in Europe and introduced many innovations to Argentine medicine.
He became active in Radical politics but left that party once Hipólito Yrigoyen became its leader.
Justo joined Alfredo Lorenzo Palacios and others in 1895 to found the Socialist Party, which would represent the cause of the workers. Under Justo’s leadership, the Socialists called for reform through the electoral process, rather than violent revolution.
In 1912 Justo was elected to the Chamber of Deputies from Buenos Aires, and in 1924 to the Senate.
