This biographical study of O. O. Howard provides a new understanding of the historical relationship between black Americans and the federal government by discussing what Howard sought to accomplish as commissioner of the Freedmen's Bureau. His hopes and plans for the freedmen are seen in the light of both the aspirations of the freed slaves and the reluctance of Andrew Johnson's white America to allow them to be reached. Mr. McFeely questions interpretations of recent revisionist scholars who, correctly observing the genuineness of the humanitarian concern of many radicals, fail to acknowledge that the object of most Northerners was to keep the Negro quietly at work in the South. Yankee Stepfather is the story of an American who knew that the governmental power entrusted to him was manipulated by his President to limit the hopes of the people he had been appointed to serve. Convinced that freedmen must not be left without any federal patron willing to plead their case, 0. 0. Howard chose not to resign.
