Born in Orsara, Italy, Augelli received an Bachelor of Laws from New Jersey Law School (now Rutgers University) in 1929, and an Master of Laws from Mercer Beasley School of Law in, Newark, New Jersey in 1934. He was in private practice in Jersey City, New Jersey from 1930 to 1961. On September 14, 1961, Augelli was nominated by President John F. He died at his home in Spring Lake Heights, New Jersey.
