Foreword This is the eighth of some hundred contemplated volumes covering the Army spart in World War II. This particular volume is written from the viewpoint of the Staff of the Army shigh command. The Operations Division of the General Staff was the general headquarters within the General Staff with which General Marshall exercised his over-all Army command. I ts history presents problems which are likely to arise in future wars. These problems may not all be solved by an Army staff in the future in view of current unification, but what they were and how they were solved is of interest not only to the soldier, but to the diplomat and statesman as well as others. Dr. Ray S. Cline was a Junior Fellow at Harvard and served in the Office of Strategic Services. In 1946 he was assigned to the Operations Division of the War Department General Staff to write its history. The result shows a great amount of effective research and understanding from within that Division. I ts viewpoint is from within and emphasizes the action taken by the Division in carrying out the policies of the high command. In reading this book, its point of view must be kept in mind and at the same time the fact that General Marshall scharacter and military knowledge dictated the decisions must not be lost sight of. It must be further remembered that he was in touch with commanders in the field in making these decisions and had great respect for their views. This study is a strategic assessment of the power of nations in the world of the 1990s and recommendations as to the U.S. strategic role appropriate to that world. Cline has created a formula that describes territorial size, population, economic capability, and military power for strategic purpose and national will. He advocates that in the international arena, the United States should take a defensive strategy, acting overseas only in incidents of overt aggression, and then only in concert with a core group of approximately twenty strategic associate states. The study presents the United States as the only remaining superpower, with the heavy responsibility of keeping democracy alive. Co-published with the United States Global Strategy Council.

This study of Chiang Ching-kuo (CCK), the late President of the Republic of China on Taiwan, is a unique slice of history. It is based on experience of close Chinese-American intelligence cooperation in the 1950s and 1960s, when the author was representing his government as CIA station chief in Taipei. It begins with the author's visit to Taiwan over thirty years ago and ends at President Chiang's funeral in January 1988. Dr. Cline describes not only CCK the man but his political legacy of economic and political progress in the Republic of China. The Taiwan experience is a developmental model for all Asia. The book, printed by Arcata Graphics, is richly illustrated with contemporary photographs and includesóin its first publication in the United Statesóthe candid diary that CCK kept when he was virtually a hostage in the Soviet Union (1925-1937) and learned to hate communism as it really existed under Stalin. Altogether, this book provides an authentic account of a man relatively little known in the Western world, yet one who contributed enormously to democracy in Asia. The original can be downloaded from the US Center of Military History in PDF format. This is a 'pocket version' that you can carry around with you. The US Army Green books, and the very similar HMSO official histories are essential reading for anyone seriously interested in the history of WWII. Unfortunately they are physically large books and rarely found outside academic libraries. The 'Kindle' editions although not suitable for research are aimed at getting these histories to a wider audience
