Leland David Rice was born on April 9, 1940, in Los Angeles, California, United States.
Leland Rice received a Bachelor of Science from Arizona State University, Tempe, in 1964. He then studied at Chouinard Art Institute in Los Angeles (1964-1965) and at California State University, San Francisco, where he received a Master of Arts in 1969.
Leland Rice was a curator of photography and lecturer in art at Pomona College, California, in 1973-1979. He was a visiting artist-in-residence at the University of California at Los Angeles in 1972, and from 1969 to 1972 was an assistant professor at California College of Arts and Crafts in Oakland. Leland Rice has also taught numerous short-term workshops, including the Ansel Adams Workshop in Yosemite (1978) and workshops at the University of New Mexico, Albuquerque (1977), Tyler School of Art, Philadelphia (1976), and Penland School of Art, North Carolina (1974). He earned a commission from the Graphic Arts Council of the Los Angeles County Museum of Art in 1978.

1979Leland Rice joined the Council of the Center for Southern California Studies in the Visual Arts at California State University, Long Beach, in 1979. He was chairman of the exhibition committee of the Los Angeles Institute of Contemporary Art in 1978 and has been on the board of trustees of Friends of Photography since 1978. He founded and was the first president of the Visual Dialogue Foundation in San Francisco (1969-1972).
