He graduated from Ordzhonikidze Higher All-Arms Command School (1979), M. V. Frunze Military Academy (1990), Military Academy of the General Staff of the Armed Forces of the Russian Federation (2003).
Since 1979, Galkin had been a commander of a motorized rifle platoon, a company, chief of the staff of the battalion in the Group of the Soviet Troops in Germany and the Far Eastern Military District. Since 1990, Galkin had been deputy commander of the motorized rifle platoon, commander of platoon, chief of the staff – deputy commander of the motorized rifle division in the Transcaucasian and Far Eastern Military Districts. Since 2003, he had been deputy chief, chief of the staff – first deputy commander of the army. Since January 2006, Galkin had been commander of the army in the Siberian Military District. On April 8, 2008, he was appointed deputy commander of the troops of the Siberian Military District, and on December 3, 2008 – chief of the staff – first deputy commander of the troops of the North Caucasian Military District.
