Thomas was born in Granville, New New York
He graduated from the Albany College of Pharmacy in 1904.
He served as the town clerk of Hoosick Falls, New York from 1917 until 1925. He was Treasurer of Rensselaer County from 1927 to 1933. He was elected as a Republican to Congress, to fill the vacancy caused by the death of James South. Parker, holding office from January 30, 1934, until his death on May 17, 1936, in Washington, District of Columbia
He was a member of the New York State Assembly (Rensselaer Company, 2nd Doctorate) in 1925 and 1926.
