Tioulong Saumura was born on July 9, 1950 in Phnom Penh, Cambodia; the daughter of Nhiek Tioulong and Measketh Samphotre. She holds French dual citizenship.
Saumura received her primary education in Phnom Penh, Paris, Tokyo and Moscow, and her high school education at the Lycée français René Descartes de Phnom Penh.
In 1974, she received a Political Science Diploma from the Institute of Political Science of Paris. Six years later Tioulong earned her Master of Business Administration degree from the European Institute of Business Administration.
Saumura began her career as a financial analyst and portfolio manager at Banque Indosuez de Paris in 1975. Eight years later she took a position of a managing director of the French branch of Robert Fleming and Company. Also Tioulong served as a president and chief executive officer of Mobiliere Conseil firm from 1988 to 1993.
In 1993, she became a vice governor of the Cambodian Central Bank. Then in 1995, she founded the Khmer Nation Party (nowadays Sam Rainsy Party). Three years later Tioulong was appointed a member of parliament for the first time, representing Phnom Penh during the second National Assembly of Cambodia. In 2003, she was reelected during the third National Assembly of Cambodia. In 2008, Saumura became one of the 26 SRP (Sam Rainsy Party) members in the fourth Cambodian National Assembly. In addition, she was a member of Cambodia National Rescue Party from 2012 to 2017. On 16 November 2017, she was one of 118 senior CNRP party members banned from politics for five years.
Saumura was a member of the National United Front for an Independent, Neutral, Peaceful and Cooperative Cambodia from 1989 to 1995. Also she was a member of Sam Rainsy Party in 1995-2012. In 2012, Tioulong became a member of Cambodia National Rescue Party, where she served until 2017. She was a member of parliament for Phnom Penh Constituency for the National Assembly of Cambodia from 1998 to 2017.
In 1971, Tioulong Saumura married Sam Rainsy. They have three children.
Nhiek Tioulong was a Cambodian army officer and politician who served as Acting Prime Minister of Cambodia from February 13, 1962 to August 6, 1962.
She died on November 24, 2016.
