He was a younger son of merchant Thomas Dalton of Kingston-upon-Hull, who had been Mayor of Hull in 1547.

He was elected Sheriff of Hull for 1550-1551 and Mayor for 1554-1555, 1560-1561, 1569-1570. He was a Member (Member of Parliament) of the Parliament of England for Kingston upon Hull 1555 and 1572. He invested heavily in land, buying manors both in his own right and jointly with others
On his death he was buried at Holy Trinity church, Hull.
