He was educated at Queen"s College, Belfast, and at Queen"s University, Belfast (Bachelor 1864 & Master of Arts, 1865).
He served as Assistant Commissioner on the Educational Endowments Commission of Ireland (1885-1892) and was Commissioner of Education from 1890 to 1895. In 1895, he was appointed Assistant Under-Secretary to the Lord-Lieutenant of Ireland (Lord Houghton) and became Under-Secretary for Ireland in 1908. He was appointed Clerk to Her Majesty"s Privy Council, and Deputy Keeper of the Privy Seal in 1895.
He became a Liberal Member of Parliament for Londonderry City from 1914-1918, succeeding fellow Liberal David Cleghorn Hogg.
He was succeeded by Eoin MacNeill of Sinn Féin in the 1918 general election.
