Abbot was the fifth and youngest son of Maurice Abbot, a cloth-worker of Guildford who died in 1606, and was the brother of Archbishop George Abbot and of Robert, who became Bishop of Salisbury.

He was Lord Mayor of London in 1638. He was involved in the settling of the colony in Virginia in 1624. He was chosen as a replacement for another member at Hull in 1624 and was re-elected for the seat in 1625.
In 1626 he was elected Member of Parliament for City of London.
He was appointed a Sheriff of London in 1628. He was appointed governor of the East India Company in 1633, and elected Lord Mayor of London in 1638.
