Born in Płońsk in the Russian Empire (today in Poland), Lavi received a religious education. In 1905 he made aliyah to Ottoman-controlled Palestine. He was later involved in the establishment of Hashomer, the Jewish defence organisation.
He worked as an agricultural laborer, helping drain swamps.
In 1920 he was amongst the founders of the Histadrut trade union. The following year he helped establish kibbutz Ein Harod.
He joined Ahdut HaAvoda, and later Mapai. In 1949 he was elected to the first Knesset on the party"s list.
He was re-elected in 1951, but lost his seat in the 1955 elections.
A member of the Haganah, during World World War II he joined the British Army at the age of 60.
