Excerpt from A History of the National Tuberculosis Association the Anti-Tuberculosis Movement in the United States The completion of fifteen years of the active work of the National Tuberculosis Association in January, 1920, seemed to me an opportune time for recording in some more or less permanent form a history of the beginning of the great anti-tuberculosis movement in the United States and a record of the progress made. This is the reason for this volume. My own personal interest in tuberculosis work, extending over a quarter of a century, and my intimate acquaintance with the National Tuberculosis Association from its inception to its present development, led me to suggest to the Association that such a history should be written. The committee appointed to undertake the matter asked me to write the history and submit it to them for criticism, modification, and approval. The committee was composed of Dr. Hermann M. Biggs, Chairman, Dr. Henry Barton Jacobs, Dr. George M. Kober, Dr. Charles J. Hatfield, and the author. Each member of the committee has read and approved the manuscript and offered helpful suggestions which have been incorporated in the text. Their suggestion that my own biography should be added was very flattering, but I have not complied with it for the following reasons: First, not having been an officer of the Association I was not entitled to appear among those who have held such positions; and secondly, there is nothing of sufficient importance in my own life to be worth recording. I have been a humble soldier in the war against tuberculosis which has been led by great generals. In the early days I had my trials and tribulations like all those who endeavor to do pioneer work. I have been amply rewarded for my work by the good will and friendship of my teachers and colleagues and that of the officers and directors of the Association who have granted me the privilege of writing the history and have been helpful in making its publication possible. At the meeting of the International Congress for the Study of the Best Way to Combat Tuberculosis as a Disease of the Masses which convened at Berlin, May 24-27, 1899, the sum of 4,000 marks was donated by two Berlin merchants, lay members of the Congress, as a prize to be offered for the best essay on the subject Tuberculosis as a Disease of the Masses and How to Combat It (D ie Tuberkulose als Volkskrankheit imd deren Bekampfung ). The Congress decided on the following regulations concerning this prize: 1. The best popular essay on the subject Tuberculosis as a Disease of the Masses and How to Combat I t, comprising not more than eighty, and not less than forty-eight, printed pages, sha Ureceive the prize of 4,000 marks. In case the jury of the prize committee should decide that two essays deserve the prize, the best may receive 3,000 marks, and the second best 1,000 marks. Born Siegmund Knopf on November 27, 1857, he received his early education at the Higher Municipal School in Halle-on-the-Saale before moving to the United States in 1880. from Bellevue Hospital Medical School, then practiced medicine in Los Angeles for two years. Leaving for France to study at the University of Paris, he received an Bachelor of Arts and Bachelor of Surgery from the institution in 1891. Foreign the next four years he worked at hospitals in Paris while studying at the University of France, where he received his second Doctor of Medicine in 1895.
Following his work at a Paris hospital for tuberculosis patients, he returned to the United States in 1896 where he became a specialist in the treatment of the disease.
This work led to the formation of the Committee for the Prevention of Tuberculosis by New York health professionals and the local business and social elite. In 1904, he helped found the National Tuberculosis Association, since renamed the American Lung Association.
A proponent of eugenics, in 1914 he helped organize the First National Conference for Race Betterment. He called tuberculosis patients that bore children "criminals" and was in favor of mandatory sterilization for patients that "procreated willfully".
During World War I, he was given the rank of captain in the United States. Army Medical Corps and helped to establish procedures for the prevention of pneumonia and tuberculosis.
During his career he published over 400 works. He favored rehabilitation of prostitutes and was a proponent for the establishment of birth-control clinics in order to counter the poverty and health issues associated with large families. A collection of his papers is held at the National Library of Medicine.
