While they were rampant rebels, and never ceased in their Violent denunciations of the govern ment, for unaccountable reasons I enjoyed my relations with them. Perhaps it was the fascination exerted by two men, then very much in the public eye, over a young man who had never before heard treason talked so openly and who at that time was studying the question from a student's or a psychological point of view. Samuel Warren Abbott was born on June 12, 1837, the son of Ruth (Winn) and Captain Samuel Abbott.
Abbott attended Phillips Andover Academy and graduated with a Master of Arts degree from Brown University in 1858. He attended Harvard Medical School where he received the Doctor of Medicine degree, graduating in 1862.
In 1862 Abbott was appointed assistant surgeon in the federal navy, served in that capacity for two years, and was then transferred to the army. He saw much active service in Virginia as surgeon of the 1st Massachusetts Cavalry, 1864-1865.
At the conclusion of the Civil War he began the practice of medicine at Woburn and Wakefield. He established a moderate general practice but soon became especially interested in community health problems. He published a study of the "Uses and Abuses of Animal Vaccination" in the Public Health Papers and Reports.
In 1886 he was appointed secretary of the Massachusetts Board of Health, the first real state board of health in the United States, and in this capacity he served until his death. Here his reputation as an outstanding leader of the public health movement was established. It was his good fortune to direct the board through the period when demography and bacteriology were first making a reality of preventive medicine. Abbott proved to possess, besides general medical ability, one notable characteristic of peculiar value to a man in his position; namely, a genius for the study of vital statistics. The science of demography was then making rapid progress in Great Britain, and Abbott's potential ability in this field was doubtless stimulated by his contacts with the able British statistician, William Farr, whom he visited in England soon after his appointment to the Massachusetts State Board.
Farr's standard work entitled Vital Statistics was published in London in 1885, and Abbott began in the following year to edit the annual Report to the Legislature of Massachusetts Relating to the Registry and Return of Births, Marriages, and Deaths (1887-1891). He also edited A Summary of the Vital Statistics of the New England States for the Year 1892 (1895). Some of the reports were of considerable value to the entire medical profession, notably the study of the "Influenza Epidemic of 1889-1890, " which appeared in the Twenty-First Annual Report of the State Board of Health (1890). His Past and Present Condition of Public Hygiene and State Medicine in the United States (1900) was the fruit of his growing interest in the whole field of public health. It was perhaps the first serious study of the development of the public health movement in this country.
